Vice President, Risk Management - Texarkana Office
Mr. Carter joined Stephens Insurance in 2009, as Vice
President in the Texarkana office. Prior to joining Stephens, he
was Regional Commercial Lines Manager over several States. He
joined the Broker ranks 1986 in sales and marketing. In
1993, Mr. Carter joined a dedicated Energy Team as a Gas
and Electric Utility Client Associate for all lines of
coverage. He managed unregulated activities for major Utility
clients including policy and endorsement wording analysis and
insurance research. Previously, he began his insurance
career with the Western Causality and Surety Insurance Company of
Fort Scott, Kansas in its Texarkana, Texas Branch office in
1973. Mr. Carter graduated from the University of North
Texas with a degree in Business Administration
–Management. He has been married to his wife Sandra for
over 38 years and has one son and daughter-in-law and one
grandson.
