Case Study: Public Safety

The Alabama Corrections Institution Finance Authority issued $509 million of Revenue Bonds to replace outdated correctional facilities, to provide incarcerated individuals with decent living conditions and to ensure prison personnel have a safer work environment. Stephens served as Senior Managing Underwriter. The bonds were rated AA by Fitch, Aa2 by Moody’s Investor Service, and AA- by S&P Global Ratings.

The proceeds of these bonds are an important component to meeting the state's objectives: ensuring corrections standards are met, technology is upgraded, and operational expenses are contained. The project includes multipurpose spaces to improve mental health and promote rehabilitation.

Prior to Stephens serving the client, outside social pressures had prompted a prominent bank to step away from its efforts of financing Alabama’s new correctional facilities. Stephens conducted an intensive investor education process to inform investors about the project, particularly due to the controversy surrounding incarceration.

On both days, Stephens went out to price the bonds in the market, and again, on the day before sought to close the financing, lawsuits were filed on behalf of prisoners regarding the financing. Yet Stephens succeeded in ensuring that institutional investors participated in the issuance so the firm could complete a successful financing. Stephens alone accounted for $854 million of priority orders of the more than $1 billion in orders received.
